Directions
- Print and cut out the paper party hat pattern.
- Trace the pattern onto the back of the 8 x 10 sheet of scrapbook paper.

- Use the glue or double-sided tape to connect the sides of the paper.
- With this seam in the back, punch one hole on each side of hat.
- Cut two lengths of ribbon approximately one foot each.
